Council awards Herriman Community Center remodel contract with reduced scope, seeks extra grant funds

The Herriman City Council voted June 11 to award a construction contract to Gladwell Construction for a reduced-scope remodel of the Herriman Community Center after bids exceeded available funds.
Justin (staff) told the council the combined FY25 and anticipated FY26 budget for the project is just under $430,000 (including a $135,000 CDBG grant expected in FY26). With design costs (~$55,000) and other allocations, roughly $374,000 remained for construction. Bids came in at about $510,000; to align the project with the available construction budget, staff and the low bidder revised the scope and removed the ADA ramp work (an item Justin said amounted to roughly $110,000) while preserving HVAC, electrical, energy-efficiency improvements and the security divider wall.
Justin asked the council to award the contract to Gladwell Construction under a not-to-exceed amount matching the available construction budget and to permit staff to issue a work directive and change order to restore bid-alternate work if additional grant funds are received. Councilmember Jared moved to approve Gladwell Construction with a not-to-exceed value of $374,390 and amended the motion to explicitly allow staff to complete the original scope if grant funds materialize; the amended motion passed on recorded ayes.
Staff said they expect a county grant decision in July and that, if awarded, the additional funds could be added by change order rather than re-bidding. Council members asked staff to return any funding acceptance for budget amendment as required by standard procedures before those funds are spent.
