Roosevelt council awards $579,929 fence contract for airport; grants expected to cover most costs

Roosevelt City Council voted to award a $579,929.50 contract to Custom Fence Company for construction of permanent fencing at the municipal airport. The council approved the award after Sylvester of JUV Engineers summarized bid results and grant funding on the council’s agenda.
Sylvester told the council the low bidder was Custom Fence Company of Kaysville and recommended the city execute a notice of award so the contractor could order materials and prepare to start work this summer. "We are recommending awarding the project to Custom Fence Company in the amount of $579,929.50," Sylvester said.
Council members heard that two grants would cover the majority of the fence-project costs. Sylvester estimated one grant at about $484,000 and a second at about $222,000, and said both grants together would cover roughly 95 percent of the project. He also said the Federal Aviation Administration would contribute $706,192 toward related project costs and that the city's share for this element was estimated at about $18,584.
Separately, Sylvester described a proposed construction and engineering (CE) contract tied to the project and told the council the firm's proposed fees were just under 8 percent higher than an Independent Fee Estimate (IFE). The council voted to table the CE contract for additional review at its May 6 meeting.
The vote to award the fence contract was by voice; the presiding officer announced the motion passed. Sylvester said the larger grant documents and grant-acceptance paperwork were not on tonight’s agenda and would be brought to council at a future meeting for formal acceptance.
