The Herriman City Council approved a contract to hire CONSOR (also referenced as Consort) Engineering LLC to provide planning, design and construction management services for the Southwest (Herriman) Athletic Complex.
Bryce, representing city staff, explained the RFP process: five firms were invited, four proposals were received (one joint submittal), and a scoring committee (parks director, assistant city manager, city manager, community development director and an engineering project manager) evaluated submissions against criteria including experience (30%), scope understanding (30%), cost (20%), schedule (15%) and innovation (5%). Proposal costs ranged from roughly $400,000 to $2,300,000.
"CONSOR Engineering LLC received the top score actually from every scorer," Bryce said. Staff recommended awarding a contract with a contingency to allow adjustments in phase, scope and funding; the recommended total contract price with contingency is $470,190. Bryce noted the city had budgeted about $1,000,000 for design, so the recommendation fits the current budget.
Councilmember Tara moved to approve the contract with the outlined design contingency; the motion was seconded and passed on roll-call vote.
Staff said the contract includes contingency language to permit phased design should the city pursue partial design to match funding availability.
