The Morgan County Commission voted Feb. 3 to approve two planning items for the Village at Trappers Loop: a preliminary plat for a 45-unit townhome subdivision and the accompanying site plan.
Planning staff summarized the application: the property is 8.45 acres in an RM-15 zoning district and the proposal would construct 45 townhomes (approximately ten buildings). Staff reviewed subdivision boundaries, lot layout, drainage, utilities and access; the Mountain Green Fire Protection District and county engineering staff recommended conditional approval. The planning commission reviewed building elevations and materials and conditioned approval on removing stucco and using permitted materials (applicants replaced stucco with hardy board on final elevations).
During questions, commissioners asked about density entitlements and pedestrian access; staff explained the proposed 45 units are below the maximum entitlement for the zoning district and that interior streets would be private while Queen’s Garden/Old Highway would provide public access. The developer committed to sidewalks on one side and private street standards for the interior roads.
Motion and vote: a commissioner moved and seconded approval of the preliminary plat and later the site plan; both motions carried by voice vote.
Next steps: staff will proceed with recordation and project permit issuance consistent with the approvals and any stipulated conditions. Recordation may be withheld until specified conditions (such as removal of construction barriers on adjacent roads or completion of required on-site work) are met, as provided in staff notes.
