Layton City Council included several transportation and grant-related items on its consent agenda and approved them by voice vote.
Staff said the city was awarded an additional $677,000 from Davis County's transportation sales and use tax for the Cays Creek Trail pedestrian overpass project near the FrontRunner station; construction is slated for 2026 and the city's financial plan combines multiple grants and local matches to complete the project. "We were notified on November 26 that we had been awarded an additional $677,000," the project presenter said.
Engineering staff also presented a concept to realign Sugar Street to improve the trail crossing at Angel Street and reduce risky pedestrian movements. The Council of Governments approved $2,670,000 in partial reimbursement for the project; the city's participation is $664,000 and the project carries a completion target of Dec. 31, 2030 to allow for property acquisition and construction.
The council approved ordinance 25-27 to update the consolidated fee schedule, implementing new transportation impact fees effective Jan. 5, 2026, and sanitary-sewer impact fees effective Feb. 23, 2026, following required 90-day notice periods tied to the underlying master-plan approvals.
A franchise agreement with a private internet provider to use city right-of-way was also included; the agreement carries a state-code franchise tax formula. All consent items were approved in the single voice vote recorded during the meeting.
