Council awards design contract for 57-acre Southwest Athletic Complex to CONSORT Engineering

The Herriman City Council on Oct. 22 approved a contract with CONSORT Engineering LLC to provide planning, design and construction-management services for the 57-acre Southwest Athletic Complex.
Parks/project staffer Bryce explained that staff invited five firms and received four proposals (including a team submittal). A scoring committee — made up of project-relevant staff — evaluated experience, scope understanding, cost, schedule and design innovation. CONSORT received the highest scores and submitted the lowest base design cost; staff recommended adding a contingency to allow phasing or scope changes during design.
Bryce said the city had budgeted about $1 million for design work; CONSORT’s proposal (with contingency) would require no budget increase with a recommended contract amount of $470,190. Council moved to approve the contract (motion by Tara; second by Sherry) and voted in favor.
Staff noted CONSORT recently completed a similarly sized project (Epic Sports Park in Provo), which helped the council evaluate cost and capability; the council authorized staff to proceed with the negotiated contract and contingency approach.
The approval authorizes staff to move forward with design activities subject to the contract terms approved by the council.
