Speaker 5 said the revisions added recitals and billable-hour language and that those were the primary substantive edits the city observed.
Speaker 4 confirmed staff would finalize the amendment and close the question left open at the prior meeting. The speaker also noted that if there were no substantive changes, the council had agreed previously that staff-level approval would be sufficient; if substantive changes were present, the item would be returned to the council.
