Herriman City officials described a conceptual zoning change to allow small, flexible commercial 'mini-flex' spaces aimed at startups and small businesses that don't fit existing C1 or C2 classifications.
John LaFollette, communications manager, introduced the idea and Council Member Teddy Hodges (District 2) explained the rationale: the city has commercial parcels where current zoning makes some small-workspace uses infeasible. Hodges said a C3-type land use could provide latitude for incubator-style workspaces closer to neighborhoods without placing incompatible uses such as heavy manufacturing next to preschools or residences.
Hodges said the proposal is not yet written into code: "It's still all not written out yet ... but we will get that and figure out if it's a good use," and LaFollette said the council planned to meet with the planning commission to brainstorm possible language and align on whether it should be pursued. Officials emphasized this is an exploratory step rather than a finalized ordinance; details such as permitted activities, buffering, and exact locations remain to be defined.
If adopted, the change would open new options for entrepreneurs who want workspace closer to home and for underused commercial parcels, but city staff said they will need to draft precise code text and study compatibility with neighboring uses before bringing any ordinance forward.
