Herriman weighs doing its own 2025 election after Salt Lake County’s steep estimates

Herriman City staff told council members they have received substantially higher election-cost estimates from Salt Lake County and are assessing options ahead of an April contract deadline.
Jackie, a city staff member overseeing elections, said Herriman previously paid just over $51,000 for a comparable election and currently has $85,000 budgeted. She told the council the county’s highest scenario for the city was "about $213,000," and that the county has implemented an "election administration fee" of $5,000 that would be due in July if the city signs the contract and is nonrefundable.
Staff said the county attributed the increase to corrected billing methodology after an audit and to inflation, but county staff have not yet provided a clear itemized breakdown of the components that produced the new figures. Jackie said she has asked the county for information about whether personnel, printing, postage and other line items are included in the allocation and will forward the county’s methodology to council when available.
Councilmembers discussed alternatives, including contracting with a different county or administering the election in-house; staff cautioned that an in-house option would require significant logistical work and changes such as managing ballot drop boxes and staffing. The council directed staff to seek more detail from Salt Lake County, consult peer cities, and return with recommendations before the contract deadline in April.
