Councilor Christiansen said she would not support the proposal as presented and expressed frustration that the developer returned research rather than a plan addressing owner-occupancy.
Other council members framed the rezoning as a reasonable transition between owner-occupied, low-density properties to the north and higher-density apartments to the south and noted the planning commission had supported the application. Staff and the chair said there will be an opportunity to continue discussion at the council agenda meeting and to question the developer in person.
