Council approves $2,500 discretionary deposit for July 4 entertainment; commits to reopen budget for remaining costs

Arts Parks & Recreation representatives asked the Roosevelt City Council to help secure headliner and opener bands and production for the city’s July 4 celebration. Presenters said the headliner and opener and associated lodging were quoted at $10,000 and that production/sound/stage costs add roughly $3,000, bringing the total artist and production estimate to about $13,000.

The contract presented requires a 25% deposit on signing. APR asked for the deposit to secure the bands; council members proposed using discretionary funds to cover the 25% deposit now and reopen the municipal budget later to allocate the remainder. "Deposits due upon signing at 25% — so $2,500," a presenter said while discussing the contract.

A motion to allocate $2,500 from discretionary funds to APR to secure the deposit was made by an unidentified councilmember (Speaker 5) and seconded by Cody Allen; the council voted in favor and the motion passed. Council members discussed whether to reopen the budget to add a dedicated entertainment line item for future years and considered sponsorships to reduce taxpayer costs. Members agreed to bring back final contract paperwork and to address how to reimburse the discretionary fund when the budget reopens.

Council also reviewed related APR proposals including rental and reservation fees for city courts and an APR request to set volunteer board compensation comparable to planning and zoning; those items were sent to staff for follow-up and later formal action.
