Roosevelt City Council on Monday approved an updated surface‑use exhibit for a proposed XEL Resources pipeline route after hearing presentations from company representatives and city staff.
Company representatives (addressed in the meeting as Scott and Sean) said the revised alignment avoids the Cowboy Action Gun Range and a planned clay‑pigeon range and follows the roadway right‑of‑way in several sections. Council members asked engineers to confirm the pipeline’s location relative to range berms and other shooting infrastructure and to verify technical details. The company said the pipeline is a flexible steel product coated internally and externally; it is rated to 2,250 pounds per square inch (psi) but will be operated under state limits of about 1,500 psi.
Council members also requested updated mapping files and parcel descriptions so the surface‑use agreement’s exhibit matches what was approved on the ground. Staff said they would update lot and parcel numbers in the agreement; the language of the original surface‑use agreement will not change, only the legal descriptions and exhibit exhibit that identify the route.
A motion to approve the exhibit and authorize staff to finalize the contract language and exhibit was made and seconded; the motion carried by voice vote.
Next steps include final legal review and signature of the updated surface‑use agreement, and the company and staff said they will coordinate to ensure construction restores any disturbed areas at the gun‑range facilities and follows the approved alignment.
