The Board of Public Works on Feb. 16 approved three sidewalk removal and replacement orders and a stormwater maintenance agreement for a proposed Culver’s restaurant on South Main Street.
City staff member Max presented three separate sidewalk orders: contract 2601 (second phase of Kilborn Avenue), contract 2602 (Heather Drive reconstruction) and contract 2604 (a smaller contract targeted at properties with prior trip‑and‑fall repairs where asphalt ramps had been installed). Max said the work lets the city share replacement costs with property owners under the standard sidewalk assessment process and recommended approval. Each order was moved, seconded and approved by voice vote.
Max also presented a typical stormwater maintenance agreement the city requires when issuing a stormwater management permit. The agreement covers long‑term construction and maintenance of stormwater management facilities for the proposed Culver’s on South Main Street. Max said the project team submitted a traffic impact analysis, adjusted the site plan to eliminate some parking stalls near the entrance to reduce congestion, and reduced impervious area by replacing some paved area with grass. He stated those changes did not create a negative impact on stormwater management.
Council members asked whether the traffic changes affected stormwater; Max replied they did not. The Board approved the stormwater maintenance agreement.
All three sidewalk orders and the Culver’s stormwater agreement were approved during the meeting; staff will proceed with contract advertising and coordination with affected property owners.
