He said Lompoc is overrepresented among qualifying voting blocks — citing what he identified as roughly 18% of qualifying blocks compared with 9.8% of the county’s population — and argued that lower-income and minority communities can be disadvantaged in planning decisions. He encouraged commissioners to read the materials, offered to provide links through staff and suggested two commissioners could collaborate to draft comments if desired.
The commission did not record a formal response to Mosby’s request in the transcript beyond the chair saying staff would take a look at the materials. No formal referral or agenda item on the environmental justice element was made during the meeting.
