Surry County approves WM Jordan and Guernsey Tingle to design and manage proposed YMCA

Representatives of the YMCA of the Virginia Peninsula presented the selection process for design and construction-management firms for a proposed Surry County YMCA and the board approved their recommendation on Jan. 15, 2026.
Skip Ferebee, the YMCA’s chief administrative and strategy officer, outlined a public request-for-qualifications and interview process. He said the YMCA used a consistent scoring sheet and volunteer selection committees that included local community members. Based on experience with similar projects and specialized aquatic-center expertise, the volunteer committee recommended WM Jordan as construction manager and Guernsey Tingle Architects as architect.
A supervisor moved to approve the resolution to employ the firms; that motion was seconded and the board approved the recommendation by voice vote. Ferebee said final fees will be reviewed and leveled against similar projects nationwide before contracts are finalized.
The board also read and passed a resolution commending outgoing chair Dr. Robert Elliott Jr. for his service from 2023 to 2025 during the same meeting.
What’s next: staff will bring fee structures and contract documents forward for final approval and the YMCA and county will continue design work in coming months.
