Residents urge fixes on zoning permits, jail medical care, FCC rules and raise tribal recognition concerns

Will Michael Farris King told the board an inmate at Rappahannock Regional Jail, Lawrence Toler, was shot in the head by police, is exhibiting serious neurological symptoms and has repeatedly requested specialist care. King said jail medical staff reportedly provided two Tylenol tablets and a nasal spray and returned the inmate to housing, and he urged the board to consider increasing funding or staffing for jail medical services.
Elizabeth (identified in the record) warned the board about federal actions that could limit local say over wireless infrastructure siting. Citing FCC Docket 25‑276 and referenced federal bills in the transcript, she said the changes "want to take away your authority to have any say over where cell towers are placed" and asked the board to review and accept the documentation she submitted for the record addressing RF exposure and the agency’s procedural obligations.
Rick McGregor and Geralyn Eby McGregor criticized recent state recognition of a group claiming Patawomeck ancestry. They argued historical records and local church registers do not show continuous tribal presence in Stafford County and urged the Board to work with the General Assembly to challenge or revoke state recognition before federal recognition advances.
Other commenters asked for updates on the beaver swamp on Potomac Run Road and tree clear‑cutting near Brent Point Road, raised questions about utility contractors and homeowners’ private lines, and suggested adding district/supervisor contact information to utility or tax bills to improve voter awareness.
