Spotsylvania supervisors approve consent items, hear VDOT winter briefing and honor outgoing supervisor

At its Dec. 9 meeting the Spotsylvania County Board of Supervisors approved a range of consent agenda items, received VDOT’s winter-prep briefing and accepted a staff transportation report, and recognized outgoing Supervisor Kevin Marshall for eight years of service.
Among consent approvals were several grant acceptance and local-match actions for school resource and school security officer grants (local matches of $66,608; $113,709; and $47,438 respectively), a change order that increased a Carahsoft purchase order (FirstDue platform modules) to $758,817.37, a contract modification to BrightView Landscape Services ($287,020.34) for county grounds maintenance, purchase orders for park paving and landfill equipment, and a $985,149.65 purchase for furniture, fixtures and equipment for the Department of Social Services. The board approved most consent items as presented; two items were pulled for discussion earlier in the meeting and one pulled item (consent item 13, an endorsement for Kalahari’s decorative art in a Thornburg roundabout) passed 6–1 with Supervisor Lane voting no.
Transportation staff and VDOT presented project updates and a winter-weather briefing. Paul Agnello, county transition director, said the Old Plank/Chancellor roundabout is complete and listed numerous intersection and corridor projects in design and preliminary engineering. Giovanni Esposito, assistant residency administrator for the VDOT Fredericksburg residency office, outlined winter operations (priority clearing of I-95 ramps, bridges and high-volume routes), available equipment and materials (more than 83,000 tons of salt and sand, stockpiled brine), and public communications tools including the plows.vdot.virginia.gov tracker.
The board heard public presentations and community updates. Travis Bullock, president of the Spotsylvania Fair, thanked the county for support and said organizers plan to return the fair next October. Earlier in the meeting several residents praised long-serving Supervisor Kevin Marshall; later the board presented him with a commemorative plaque.
The board also convened and certified a closed session for discussion of real property acquisition in the Lee Hill district and legal consultations on zoning amendments as permitted by Virginia law.
Next meeting: the Board of Supervisors’ next regular meeting is scheduled for Jan. 13, 2026.
