County planning staff said the rezoning aligns with the comprehensive plan’s Employment Center (Light) designation and proffers included enhanced architectural features, screening for mechanical equipment, an emergency action plan and transportation commitments tied to the Thornburg Commerce Park infrastructure plan.
Applicant counsel Charlie Payne and representatives from Westberg LLC and Flint Acquisition LLC described commitments including a tier‑4 generator requirement, rooftop screening, enclosure of exterior generators with sound shields, and infrastructure work to be constructed prior to first certificate of occupancy. The applicant proffered $100,000 for immediate area transportation projects and $50,000 toward the county’s Career and Technical Education Center for a total cash proffer of $150,000.
Staff noted the I‑1 zoning reduces vehicle trips relative to the parcel’s C‑3 potential and that the project included a cultural resource survey identifying no significant historic resources. The board moved to approve the rezoning with proffers; the motion passed by a roll call vote of 7‑0.
