Southampton County planning commission votes to add two statements to Sept. 11 minutes after debate over summary records

On Nov. 30, 2025, the Southampton County Planning Commission voted unanimously to direct staff to retype the Sept. 11 meeting minutes to include two statements requested by commissioners and to add a website disclaimer pointing readers to the archived livestream and transcript.

The action followed an extended discussion about the commission's use of condensed, summary minutes rather than verbatim transcripts. Chair Drake opened the discussion by asking commissioners to review the Sept. 11 draft. Commissioners raised concerns that two substantive remarks — identified in the record as comments from Mr. Mann and Mr. Erkhart — were not reflected in the summary and requested that they be added.

Tina Bradshaw, the county's new recording secretary, explained the process used to produce the draft minutes and how the county provides a verbatim record online. "The live stream does have a transcript," Bradshaw said, and the county website includes archived video and an associated transcript that can be used to verify details. Reagan Prince, the county's interim director of community development and planning, told commissioners he would assist with inserting the two requested statements into the draft.

Commissioners pressed for clarity on whether the motion covered only the two statements or a broader set of corrections after identifying date and vote-attribution errors in past packets. After clarifying that additional corrections would be reviewed separately, a motion that the two statements be inserted and the Sept. 11 minutes be reprinted for reconsideration at the December meeting was made and seconded; the chair then called for a vote. "All in favor of that motion, raise your right hand," the chair said; the motion passed and "it is unanimous," the transcript records. The commission did not record individual tallies in the public draft.

The commission also agreed to add a boilerplate note at the top of future draft minutes directing readers to the county website for the livestream and transcript, and to maintain the summary-minute format in the official record book with signature lines for the chair, vice chair and secretary.

Next steps: staff will prepare the amended Sept. 11 minutes with the two inserted statements and the website disclaimer; the reprinted set will be presented for formal approval at the Dec. 11 planning commission meeting.
