HANOVER — At its reorganizational meeting Monday evening, the Hanover Borough Council swore in elected officials, debated how to run leadership nominations and elected Tim Kress as council president after a 5–5 roll-call tie that Mayor Heidi Hormel broke in Kress’s favor.
The council opened the reorganization segment with sworn oaths for Mayor Heidi Hormel and newly seated council members. Council then debated three nomination methods for selecting council leadership — open floor nominations, ballot nominations and a written-ballot slate option proposed during the meeting — and voted to use floor nominations.
Under the floor system, councilors nominated Tim Kress, Brian Fuentes and Scott Rowland for president. A roll-call vote on Kress produced a 5–5 tie. Mayor Heidi Hormel, who presided over the meeting, said she would cast the deciding vote and announced, “I am going to vote yes,” giving Kress the majority and the presidency.
Kress then presided as the meeting’s president. The council opened nominations for vice president and put forward Chuck Hedberg, Barbara Rupp, Brian Fuentes and Scott Rowland. That tally also resulted in a tie that Hormel broke in Rupp’s favor; the council announced Rupp as vice president.
The council then voted to appoint borough officers for the 2026–2027 year — including the borough manager, borough secretary, borough treasurer and solicitor — by roll call; the motion passed with nine votes in favor and one opposed.
Councilors also ratified the regular meeting schedule for fiscal year 2026 (Mondays at 7 p.m., with the November meeting on the fourth Tuesday).
The reorganizational meeting concluded with routine adjournment business and plans to take a council photograph once remote participants were available.
