Douglas County to repeat public hearing to finalize NSP1 closeout after DCA budget tweak

County planning staff asked the Douglas County Board of Commissioners on Feb. 16 to repeat a public hearing to finalize the closeout of the federal Neighborhood Stabilization Program 1 (NSP1) grant. The Georgia Department of Community Affairs (DCA) requested a corrected final budget to reconcile a small variance, staff said.
"We have successfully completed 57 single‑family homes [under NSP1]," the Planning and Zoning Manager said, adding that 19 additional single‑family homes were completed under NSP3. The manager said DCA found minor budget 'tweaks' during its final audit and requested the corrected budget so it could close the grant out and report to HUD.
Commissioner Raxton pressed staff to confirm whether the count was 54 or 57 units; the manager said they would verify and bring a corrected number and a breakdown showing which units were rehabilitation, down payment assistance or acquisitions at tomorrow's public hearing. "I will double check that, and I will have the correct number for you, before tomorrow," the manager said.
Staff explained some properties had mixed funding from NSP1 and NSP3, which created the discrepancy in counts. The manager said the county partnered with the Atlanta Neighborhood Development Partnership (ANDP) on transfers and that NSP1 funding was generally viewed as successful for Douglas County.
Next steps: staff will present the corrected final budget and a unit list at the public hearing scheduled for the board's next meeting so DCA can complete its closeout and the county can move into the monitoring period for the grant.
