Contentious public comments mark Livermore council meeting; consent calendar approved unanimously

During open forum at the Livermore City Council meeting, resident David McGuigan delivered forceful, redacted accusations aimed at Mayor Marchand and at a city staff member’s letter, asserting the city possessed documents that, he said, "confirm what I have been saying." He used a redacted slur while addressing the mayor: "Johnny the ****** protector, Marchand, the mayor who covered up ****," and criticized a city correspondent for what he called a "baseless accusation" that McGuigan had come into possession of city documents.

Another speaker, Alan Marling, used his time to commend the council’s recent ban on campaign signs on public property, saying the change reduced litter and visual clutter and preserved the privilege for private-property displays.

Council members responded to McGuigan’s remarks. One council member said, "I don't think it's okay to discuss ****** abuse" in a joking manner and apologized to listeners who were triggered by the language. Mayor Marchand called McGuigan "the ramblings of a self admitted drunk driver who put our community at risk," said the speaker had not taken responsibility for past actions and asked the audience to "consider the source." The exchange remained oral; no formal findings or staff investigations were announced during the meeting.

Following public comment, the council moved to the consent calendar. After a brief additional public comment in support of counseling and mental-health services, the consent calendar was approved on a motion "made by Council Member Barrientos, seconded by Council Member Branning," which the mayor announced "passed unanimously." No roll-call vote with individual tallies was read into the record in the meeting transcript.

The meeting then continued to council committee reports and other routine business.
