"There's an obligation for us to do it," Planning Director Steve said, explaining the report helps the county comply with HCD and preserve eligibility for housing-related funding. Senior planner Polina Pivak said the county recorded 916 active short‑term rental listings in 2024 and 886 as of the most recent October tally included in the presentation; staff characterized 2024 as the first year of decline and noted the housing element now requires annual monitoring of conversions under program 4.2.
