Council approves Measure A cooperative agreements to close Franklin Creek Trail funding gap

The Carpinteria City Council voted to accept Measure A funding to support the Franklin Creek Trail improvement project and approved a time-extension amendment for previously awarded Measure A Cycle 5 funds.
Public works staff described the Franklin Creek Trail as a 900-foot multiuse connection along the east side of Franklin Creek between Carpinteria Avenue and 7th Street, proposed to include pervious concrete, lighting, benches, fencing and landscaping and to improve a safe route to local schools. The project is designed to be accessible and is laid out in three entry points, with an estimated total cost of about $2,000,000.
Funding presented to the council included a $275,000 award from Measure A Cycle 5 (design and construction), a conditional award of $226,563 from Measure A Cycle 6 to address construction shortfalls, $570,000 in CDBG funds, $326,000 from Measure X, and approximately $100,000 from development impact fees. Staff recommended that the mayor be authorized to sign the Cycle 6 cooperative agreement and that the city manager be authorized to sign the Cycle 5 time-extension amendment. Council moved, seconded and approved the recommendations by roll call.
Construction is proposed to start in early 2026 pending final design approval, with completion targeted for June 2026. Staff said the Cycle 6 award is conditional upon the council———approval and that the Cycle 5 amendment extends the term to ensure timely use of construction funds.
