The city’s recently appointed chief building official presented the mandatory tri‑annual update to the California Building Standards (2025 codes, Title 24, parts 1–12) and explained the codes take effect Jan. 1, 2026. He described local carry‑forward amendments (including some fire‑related and agricultural appendices) and highlighted the new Part 7 California Wildland‑Urban Interface code; he said Hanford is not in an affected wildland zone but the city is carrying the code forward for consistency.
Staff said the adoption preserves local enforcement authority and ensures consistent standards for accessibility, plumbing and structural safety. Olivia (staff) summarized that the item is a first reading of Ordinance 25‑12 and recommended continuing the public hearing to Dec. 16 to satisfy Government Code section 50022.3.
Council moved to waive the first reading and pass the ordinance to a second reading; the motion carried 4‑0. The public hearing was continued to Dec. 16 for final action and additional public comment.
