Council adopts required water use and preservation element for the General Plan

Herriman City Council on Nov. 12 adopted a water use and preservation element into the city’s General Plan as required by amended Utah state code. The ordinance (2025-26) adds a structured element with local and regional water context, conservation objectives, implementation strategies and ten guiding principles.
Consultant Susan Petherum and staff presenter Michael described the element’s structure: a water profile for Herriman (2023 per‑capita use reported at about 152 gallons per day), analysis of existing water sources (five city wells, Arnold Hollow Springs and Jordan Valley Water as the primary wholesale supplier), and policy frameworks to reduce demand for both existing and future development. The element includes monitoring, incentives, land-use considerations and recommendations for city operations to lead by example.
Staff noted the planning commission recommended approval; council approved the ordinance and authorized staff to make nonsubstantive corrections before final publication.
