Herriman City Council on Nov. 12 approved an amendment to the city’s water fee schedule that spreads expected revenue needs over four years rather than implementing the full 13% increase recommended in the prior rate study. The council adopted Resolution R54-0-2025 after a staff presentation and council discussion.
Finance/capital projects presenter Kyle told the council that water rate revenue came in about $2.2 million higher than the rate model had forecast, and that the city also saw more interest income and lower-than-expected operating expenses for the last fiscal year. Kyle said staff’s recommended approach was to spread the excess across the next four years and propose a 6.5% annual increase to “level” bills rather than front-loading increases.
Councilors asked whether smoothing the increase relies on last year’s unusually high consumption; Kyle and others said the annual review required by council will allow adjustments if trends change. Council members emphasized monitoring external risks, including Jordan Valley Water’s wholesale rates and weather-driven consumption changes.
After closing a public hearing with no speakers, council member Jared moved to adopt the Master Fee Schedule amendment; the motion was seconded by Sherry and carried on voice votes. Council directed staff to return with annual analyses and stressed that future increases remain contingent on updated data and external factors.
