The Provo Municipal Council unanimously placed the 2.952‑acre former City Center block at 351 West Center Street on the city’s surplus property list on Feb. 10, a procedural step staff said is required before issuing a request for proposals (RFP) for redevelopment.
City staffer Tara Riddle said the parcel was appraised twice and the combined appraised value is $6,800,000. She told the council placing a property on the surplus list signals the city has no municipal need for the parcel and allows it to be offered for sale, but the listing is nonbinding and the council may later remove the parcel from the list or reject RFP outcomes.
Councilors asked whether placing the parcel on the surplus list commits the council to accept any particular RFP; Riddle and staff clarified the legislative body retains final approval authority and any sale or redevelopment proposal would return to the council for further action. The council then voted to add the parcel to the surplus list; the motion passed 6–0.
