Planning commission 7-0 to recommend exempting Canyon Road from standard street improvements

Tooele City staff told commissioners that adding curb, gutter and sidewalk on Canyon Road would concentrate runoff and risk flooding; commissioners voted 7-0 to forward a positive recommendation to city council to add Canyon Road to Tooele City Code 4-8-2.6, exempting it from certain standard frontage improvements and giving the fire marshal discretion on turnaround design.
Tooele City planning staff on Wednesday recommended adding Canyon Road to the city's list of "substandard" local streets, and the Planning Commission voted unanimously to forward a positive recommendation to the City Council.
"The installation of such improvements will create more problems than it actually solves," City planner Mr. Agard said during a public hearing on the proposed amendment to Tooele City Code 4-8-2.6. He told commissioners the road has asphalt but lacks curb, gutter and sidewalk; drainage currently sheets off the hillside and, according to staff, adding curb and gutter could redirect runoff into an existing front yard and increase flooding risk for that home.
Staff described additional constraints: Canyon Road does not have a platted right-of-way sufficient to accommodate a typical 58'60-foot cross section without extensive grading into the hillside, and there is insufficient room at the uphill end for a regulation cul-de-sac or typical emergency-vehicle turnaround. Paul Hansen and planning staff said they consulted the fire department, which concluded the road is "not ideal but ... functional" for the isolated subdivision under review.
Under the proposed table entry, Canyon Road would be listed as a substandard local street with fields set to "undetermined" for right-of-way and asphalt requirements, and the table would expressly exempt the road from standard curb/gutter/sidewalk requirements. The table also includes an asterisk granting the Tooele City fire marshal authority to approve alternative emergency-vehicle turnaround configurations for Canyon Road.
Commissioner Proctor moved to forward a positive recommendation; Commissioner Anderson seconded. In roll-call voting Commissioners Hammer, Sloan, Proctor, Linford, Jensen, Anderson and Chairman Hamilton all voted "Aye," and the motion passed 7'0to'0.
The Planning Commission's recommendation will be transmitted to the Tooele City Council for final action. The staff report filed for the hearing said public notice was posted and no public comments had been received before the meeting.
