Grants compliance officer Sarah Harward/Harvard reviewed three internal policies (0108 grant management, 0301 pre‑award process and 0606 procurement), described the Federal Funds Request Summary (FFRS) procedure for recurring federal funds, and explained impact categories that determine approval steps: low impact (<$1M/year), medium impact ($1M–$10M/year), and high impact (>$10M/year). She said staff aim to place grant application notices on the board consent calendar when timing allows and that high‑impact awards require legislative approval.
Board members raised concerns about narrow application windows that sometimes require staff to apply before the board can meet. Deputy Superintendent Jones and staff emphasized that the current internal controls permit staff to apply in time‑sensitive situations but require board notice and ultimate board approval before accepting awards not already appropriated.
