The Tooele City Planning Commission approved two Western Acres site plan applications and a preliminary subdivision for Compass Point Village 1 on Dec. 10.
Andrew Agard, community development staff, presented Western Acres Phase 3A (approx. 10.8 acres) and noted the development includes MR16 PUD multifamily and R17 single‑family areas. Agard said a code requirement for a development entry monument sign prompted discussion because planned internal entrances and private roads complicated placing the sign at the code‑specified corner. Agard told commissioners he had proposed staff retain the condition to allow staff to work with the developer on an acceptable solution but was open to editing the condition. "Mr. Lewis identified at least 14 entrances into this project," Agard told the commission, and commissioners agreed to remove the condition’s specific monument‑sign location and allow staff and the developer to determine an appropriate entry location.
Commissioners also confirmed that the roads shown in Phase 3A are privately owned and maintained, with Copper Canyon Drive and Broadway Avenue as the only public roads in the area. Commissioner Hamilton moved to approve Phase 3A (application 2025058) with the modified condition (allow staff to coordinate monument sign placement); the motion passed 7–0.
Phase 3B (approx. 3.9 acres) was described as a smaller front‑loaded townhouse area. Staff recommended approval with the additional condition that at least 19 deciduous trees be replaced with coniferous evergreens to increase the total evergreen count to 46; commissioners approved Phase 3B (application 2025068) 7–0.
On the Compass Point Village 1 preliminary subdivision (Perry Homes, application 2025051), Agard said the plan covers roughly 78 acres with a mix of lot sizes and includes duplex/triplex townhome areas. Staff recommended approval with conditions requiring the multifamily townhome section to submit a site plan application for planning commission approval and to provide park‑strip tree plans during final plat review. Commissioner Proctor moved to approve the preliminary plan; the motion passed unanimously, 7–0.
All three approvals were conditional on meeting the findings and conditions listed in the respective staff reports and on subsequent site plan or plat submittals where required.
