Finance staff said the ordinance would reallocate previously appropriated capital project balances to active projects (including Centennial’s Trail and park facility accounts), recognize newly awarded airport grants (south apron, cargo apron and baggage carousel entitlements) and shift funding between airport terminal seating and restrooms. The net increase to the airport fund and the overall budget was described as about $2.2 million; the golf fund increase was $6,000 to cover a bid delta.
Council members noted the amendment primarily cleans up long‑outstanding CIP balances and recognizes grant awards. Staff emphasized the amendment would not affect rates charged to citizens, describing the airport recognitions as matching previously appropriated matches. After closing the public hearing, the council voted by roll call to adopt the ordinance.
The action reallocates internal project balances, recognizes grant funds and authorizes staff to proceed with the listed projects; no citizen rate changes were announced as part of this amendment.
