The Ogden City Council on Dec. 9 adopted a joint resolution appointing Glenn Simes as the city council’s executive director, effective Jan. 3, 2026. The motion, made by Vice Chair Hyer and seconded by Council Member Ritchie, passed on a roll‑call vote with all members voting in favor.
Janine Eller Smith, the outgoing council executive director, described a nationwide search that produced 49 applicants and a selection committee that narrowed the field to three finalists. She said Simes, the council’s deputy executive director, has worked for the city for roughly 15 years and was recommended based on experience within the council office and continuity with council operations.
Simes thanked the council and the outgoing director, introduced his family and said he was committed to maintaining relationships between the council and administration. He told members he would rely on council office staff and highlighted the small number of previous executive directors since 1992 as evidence of institutional continuity.
The council’s action was procedural and did not include additional policy direction. The appointment will take effect at the start of the new year, when several newly elected council members also take office.
