Staff explained a statutory requirement to include a population projection tied to the plan map; the presentation included a 2045 projection of approximately 158,000 residents, up from the current roughly 145,000 quoted in the briefing. Pastrick also noted the map updates reflect recent property swaps between Northrop Grumman and Kennecott that removed an overpressure distribution zone where explosive materials were previously handled.
Council members asked clarifying questions about overpressure zones and how the swaps affected developable land, and staff confirmed the zoning map would incorporate those considerations. No vote to adopt the amendment was recorded during the study meeting; staff indicated the update would move through the posted agenda and public‑hearing process.
The council asked for additional detail in later stages of the plan update and flagged the full general plan overhaul item on a subsequent agenda for more comprehensive review.
