Brock Anderson of Planning and Zoning asked the council to authorize a professional services agreement with Housel Levine Associates LLC to perform a comprehensive update of West Valley’s general plan. Anderson said the previous major update began in 2007 and was adopted in 2009, with minor updates finalized in 2015; since then, major infrastructure and development changes have altered the local planning context.
Staff told council they issued an RFP, received nine submittals, evaluated proposals against seven criteria and selected Housel Levine as the top‑ranked firm for its experience in general‑plan preparation, economic development expertise (including consultant TishlerBise) and proposed public‑outreach approach: interactive online mapping, stakeholder interviews, focus groups and business community workshops. Anderson said the contract timeline is approximately 18–20 months and includes regular briefings to the council and planning commission.
Council members asked about firm experience in Utah and local coordination; staff said the firm is a national outfit with offices around the country and is currently working in other Utah cities. Staff characterized the project as a full rewrite rather than an incremental update and said steering committees and town halls are likely to be part of the outreach plan.
