RDA: parking structure near completion; interactive dashboard and housing fund policies coming online

David, representing the RDA staff, gave a progress update at the Oct. 14 work session on the Track Line project and related RDA work.
He said the parking structure is approaching finish work, with court parking expected "about the end of the month" and public parking anticipated in December. The structure will include lighting, video and cameras, and the RDA intends the timing to support downtown events such as the holiday Christmas village.
David also showed a draft interactive RDA dashboard designed to publish project‑area maps, financial summaries, base and current assessed values, forecasted receipts and performance metrics online. He cited Lincoln RDA figures (base taxable year value ~4,300,000, current assessed value ~52,000,000 and to‑date receipts of about 6,900,000) and noted the Ogden River RDA remains active with additional funds planned for upcoming development. Board members discussed timing to publish the dashboard and the need to finalize mission and values prior to a public launch.
Staff reported the RDA is finalizing a housing fund allocation policy and testing a draft application and plans to circulate annual RDA summaries and the dashboard content to the public. David said RDA recruitment for leadership and redevelopment positions is underway.
No formal Council action was required at the presentation; staff will return with published dashboard materials, policy documents and staffing updates.
