Provo City staff presented a traffic study and a low‑cost pilot to reduce vehicle speeds on 2950 North at a Neighborhood District 1 meeting.
Bert Keesler, identified in the meeting as a Provo City manager working on traffic, said two studies showed average speeds around the high 20s mph and an 85th percentile (around which 85% of vehicles travel at or below) in the low‑to‑mid 30s. He proposed a pilot treatment consisting of painted speed‑reduction bars, a short double‑yellow stripe at a constrained location and flexible white delineator posts that would slightly narrow the travel lane and remove approximately two parking spaces.
Keesler described the posts as ‘‘a white plastic post that stands about anywhere from 36 inches to 42 inches high’’ that are reflectorized and flexible so they bounce back if struck. He estimated installation costs in the neighborhood of $1,500–$2,000 for paint and posts and said staff would perform a follow‑up traffic study after two to three months to evaluate effectiveness.
Neighbors who live adjacent to the pilot location, including the homeowner Heather, told the meeting they supported the approach, and one adjacent homeowner told staff that they did not anticipate a fatal flaw with the design. Bike access and lane width questions were raised; staff said painted markings would not create bumps and bicyclists should still be able to maneuver through the area.
If there are no fatal flaws identified in the design, staff said they would move forward with installation within a few weeks and share the follow‑up traffic results with the neighborhood.
