Council approves Panorama MDA amendment that lets developer propose dog‑park name; debate centers on precedent and timing for Juniper Crest road

Other councilmembers and staff said the naming language is part of the MDA as negotiated and that the developer is not making a charitable donation but fulfilling obligations and that approval of the amendment would allow the developer and council to work in good faith to resolve the outstanding property‑swap details and advance Juniper Crest construction.
The master developer and a developer representative explained the property-swap is the critical gating item to begin the Juniper Crest alignment and that delaying acceptance of the amendment could delay road construction by an estimated six to nine months. Several councilmembers said they were uneasy naming a park after a living person and urged that staff bring a formal naming policy back to council; staff said they would craft a naming policy in parallel. A staff-reported proposed name discussed in the meeting was the "J. Wright Dog Park" (reported as a prospective name in staff/developer conversation), which some councilmembers said they would not favor.
After extensive discussion, Councilmember Teddy moved to approve the first administrative modification to the Panorama MDA per the proposed language; Councilmember Tara seconded. The amendment passed on roll call with Tara voting yes, Sherry voting no, Teddy yes, Jared yes and the mayor voting yes. Staff then returned the council to item 6.1 to allow the related right-of-way action to proceed.
The council also directed staff to consider a naming policy to guide future requests and noted that approving the amendment does not obligate the council to endorse a specific personal or perpetual name without further review.
