Layton City Council voted June 5 to approve an interim rezone of UDOT‑owned parcels near Gordon Avenue and Highway 89 to agricultural zoning (Ordinance 25‑10), a placeholder step while staff completes a neighborhood town‑center zoning code (TC‑1).
City staff told the council the parcels, purchased by UDOT during Highway 89 reconstruction and used as staging areas, are being readied for auction. Planning staff said UDOT declined to enter a binding development agreement and instead agreed to include a city letter outlining the general plan and town‑center master plan with auction materials so prospective buyers understand Layton’s expectations.
Brad McErath (city staff) said the interim agricultural zoning aligns the parcels with adjacent zones and avoids the risk that a buyer would develop the land under small‑lot agricultural standards. Staff said it will complete TC‑1 within about six months and follow required public noticing and rezone procedures before adopting the final town‑center code. Council members asked about timing, how auction proceeds are used by UDOT (staff said proceeds roll into future UDOT capital projects), and whether the interim rezone constrains future city action; staff said the city retains land‑use authority and can require development agreements when rezoning to TC‑1.
Council adopted the ordinance after a brief public hearing and roll‑call vote.
