Staff presented Application GPZ 42024, a request to amend the general plan and rezone about 2.5 acres at 2996 S Redwood Road from commercial/light manufacturing to RM (medium‑density residential) to allow a 26‑unit rental townhome development.
Mister Pastrich told the council the site is on the west side of Redwood Road, adjacent to Rocky Mountain Power transmission lines to the north and the American Heritage Mobile Home Park to the south. The applicant proposes demolishing existing rental houses and building 26 three‑bedroom townhomes with two‑car garages and unfinished basements. The developer, DAI, is the same firm that built a recent project near Decker Lake; Pastrich said the smaller project may share amenities with that larger development.
Pastrich displayed renderings and floor plans and said the units are similar in scale to the developer’s earlier project. Council members confirmed the units are rentals, not for sale. Pastrich also said earlier discussions with Rocky Mountain Power included the idea of an easement or acquisition for open space, but Rocky Mountain Power later declined a permanent easement or sale, so the plan now focuses solely on the applicant’s parcel.
