Phase 2 will add World War II elements including a Navajo Code Talkers statue (described as larger than life), a large WWII airmen monument and a Normandy landing plaque.
Arslanian described negotiations with EDA Architects and Oakland Construction, noting both provided concessions from earlier proposals; Oakland had bid around $2.6 million earlier and staff worked to reduce costs through supplier negotiations. He said EDA donated a $28,000 fee deduction and that the Church of Jesus Christ of Latter‑day Saints donated stone estimated at roughly $10,000–$15,000 to the project.
Councilmembers asked for site plan graphics and details about how Phase 2 ties to Phase 1; staff said they would circulate images and noted the addition would be a seamless continuation of the existing memorial. Staff emphasized the timing pressure to meet the June 30 match deadline and described ongoing fundraising through the veterans committee.
No formal contract award vote is recorded in the study session; staff requested council approval to finalize agreements so construction can begin promptly if council directs.
