West Valley City Council approved a package of routine and capital measures Tuesday night that covered energy finance administration, traffic-signal maintenance, street overlays, fleet safety equipment and park improvements.
The council approved Resolution 25-25 to continue an agreement with Sustainable Real Estate Solutions Inc. to administer CPACE (commercial Property Assessed Clean Energy) projects. Council members noted CPACE was enacted in Utah in 2013 and allows local governments to facilitate financing for energy efficiency, renewable energy and water conservation improvements on commercial property.
Council also extended an interlocal agreement with Salt Lake County for preventive maintenance and emergency repair of the city's traffic signals through 2031 (agenda item recorded as 25-20 7), and awarded a 2025 asphalt overlay contract to Kilgore Contracting for 2.93 miles of pavement and additional speed bumps. The meeting transcript records inconsistent cost figures for the overlay during discussion; staff and council acknowledged a discrepancy between the screen and the printed packet during the meeting. The motion to award the overlay passed unanimously.
On fleet safety, the council authorized Resolution 25-26 to purchase driver-facing cameras from Netrodyne Inc. for risk management and real-time alerts for distracted or drowsy driving. The agenda cited a total cost of $120,000 from the CIP fund; the motion passed by majority with one recorded "No."
The council also approved Resolution 25-30 to fund a challenge course at Westview Park. The agenda indicated a UORG grant would cover about $118,000 of the project and park impact fees about $79,000. The consent agenda (three items including a fire-department fee ordinance update) was approved as a block.
