A developer representing a commercial-first project on Lakeview Parkway presented conceptual plans at the District 3 meeting and said the proposal follows the city’s commercial designation for that corner while keeping a limited residential edge to “avoid overwhelming” housing adjacent to commercial uses (presentation SEG 325–339).
The developer said they have talked with potential users — from credit unions to restaurants to hotels — but do not yet have confirmed tenants. "We have a plan, but we don't have actual users yet," the presenter said, adding that zoning is necessary for potential users to decide to locate there.
Neighbors asked whether the zoning request aligns with the Westside plan’s neighborhood-convenience goals. One resident noted the Westside plan emphasizes neighborhood-serving commercial rather than hotels and asked whether the developer’s approach simply “zoning to zone” without a specific user in mind (SEG 399–409). The developer responded that the application follows the city’s recommended zoning and that traffic analyses have been completed; they said the home-built traffic study will be provided to residents.
On traffic, residents pressed whether a signal or other controls would be needed at 1100 West. Planning staff explained that signal installation is an engineering decision driven by traffic warrants and counts; a signal is added only when traffic volumes meet a threshold. The developer said their traffic study did not recommend immediate signalization but that routing and roadway design are intended to funnel commercial traffic appropriately.
The presentation closed with the developer encouraging neighborhood input as the project moves through the city review process. No formal action was taken at the meeting; staff said the project remains under review and will proceed through standard planning commission and council hearings.
