Herriman adopts new procurement policy and amends code to reference policy

Herriman’s finance director presented a substantially revised procurement policy Feb. 12 intended to reduce procurement fraud, clarify purchasing roles and set consistent monetary thresholds for quotes and formal bids.
Kyle said the new policy—about 22 pages—creates defined roles (purchasing officer and purchasing agents), raises the written‑quote and formal‑bid thresholds for public works, and includes exceptions for professional and highly technical services. He said the policy is designed to be a council policy (resolution) rather than codified text to make future updates easier. The policy also adds a formal protest process and limits contract terms to a maximum of five years.
Council debated the tradeoffs between administrative burden and oversight but voted to approve Resolution R06‑2025 adopting the procurement policy and then approved ordinance 2025‑05 removing procurement details from code and referencing the council policy. The motions passed by roll call.
