Council briefed on 2025 asphalt overlay bids; staff recommends up to $4.5 million authorization

Coby Wilson of the engineering division told the council that bids for the 2025 asphalt overlay project opened in January and the city received seven responses. The lowest responsible bidder was Kilgore, who has done the work the past two years; Wilson reported the bid was "just under $4.3 million" and recommended authorizing up to $4.5 million for the project to cover contingencies and additional elements.
The project scope includes roughly three miles of overlay on major roads and installation of speed humps discussed previously on 4400 South (Stanton Drive and West Shire). Wilson recommended authorization for Public Works to proceed and use up to $4.5 million from the city's capital budget to complete the work this year.
Council did not take a formal vote during the study session; the item was presented for council direction and will appear on a future regular meeting agenda for action.
