Unidentified Speaker 2 introduced the Chapter 380 agreement between the city and the Keene Economic Development Corporation as a formalization of previously lent funds. Rolando moved to approve the agreement; Cody seconded. The presiding speaker called the vote and indicated the motion carried.
The board then considered the application of Gwen Beeson to fill a Type A board vacancy through March 2027. Unidentified Speaker 2 moved that the board recommend Beeson’s appointment; another member seconded, and the presiding speaker indicated the recommendation passed and would be sent to city council for final action.

A board member moved and members seconded to table the financial report for further review; the presiding speaker called the vote and the item was tabled.
No executive session was held. The board adjourned at 9:32 a.m.
