After returning from executive session, the Lincoln Heights Village Council on July 28 adopted Resolution 2025‑R‑75 to memorialize the appointment of Gaines Brown III as village manager and authorized the mayor to execute an employment agreement.
The resolution was read by title, moved and seconded, and adopted by roll call; the council also adopted the emergency clause. Roll‑call tallies recorded five aye votes and the resolution was declared passed. After the vote, Brown addressed the council and thanked members for their confidence, saying he was humbled and committed to serving with "integrity, excellence, and respect for the community."
Council directed the mayor to execute the employment agreement and noted administrative follow‑up tasks, including onboarding and formalizing the contract language for the municipal record.
