Lincoln Heights manager reports property sales, street contracts and concession‑stand funding

Gaines Brown, the new village manager, used his update to summarize development, code enforcement and capital projects underway in Lincoln Heights.
Brown said the village has sold 18 properties so far for $114,210 and has 17 properties pending sale with an approximate combined value of $29,940; about 91 properties remain listed in the CRA program. He said the village is continuing to reconcile records received from a prior housing officer and will confer with Homesteading and Urban programs to align pricing and data.
On infrastructure, Brown reported an executed contract with Verdantes for Jackson and Adams work beginning this week with a two‑phase plan (concrete in 2025, asphalt in 2026). A separate contract with Kleinger’s covers reconstruction of Simmons Avenue; gas‑line replacement work is complete. The manager said top work and public‑pathway marking are ongoing and expected late 2025 to early 2026.
Brown also discussed the memorial field concession stand: the village received a low construction bid of $452,000 and $110,200 in CDBG gap funding from the county; administration will pursue corporate sponsorships and additional grants to close the funding gap.
The manager asked for council support to fill a code‑compliance officer position; he said two formal applications are received and interviews will begin. Brown said staff will repost the job on the Center for Local Government and update the village website.
What happens next: Brown will present clarifying CRA data at the economic development committee on Oct. 6 and return consolidated figures to council. The administration will proceed with procurement steps for the concession project and report funding confirmations to council.
