Council awards concession-stand contract, reviews budget schedules and requests drawings

The Lincoln Heights Village council reviewed several fiscal and capital items on Oct. 14, including a recommendation to award the concession-stand and memorial-field contract to John P. Tomlin & Sons LTD and preliminary action on tax-levy certifications and internal budget transfers.

Village staff said a public bid opening on Sept. 9 produced three bids and a recommendation from MSP, the procurement facilitator, to select the low bidder, John P. Tomlin & Sons. Staff said construction is scheduled to start Oct. 21, the contractor will fence the site for safety during work, and the current expected completion date is Jan. 3, 2026 (staff will request a short extension from the Ohio Department of Natural Resources to cover the date change).

On the fiscal side, staff presented Resolution 85 to accept amounts and rates as set by the budget commission and to certify tax levies to the county auditor; staff described the item as council’s budget action and said the requested change relates mainly to supplies in the council budget. Council asked that Schedules A and B — the detailed appropriations and the proposed levies (including a 16‑mill scenario and a proposed 2‑mill increase) — be attached and available before a vote at the regular council meeting. The finance-director sponsorship was noted.

Council members asked for drawings or renderings for the concession stand and for timely public notices; the village manager said he would provide the drawings and post updates to the village website and social media when available. Staff emphasized they will coordinate construction schedule to minimize disruption to public use of the field.
