Commission hears law-enforcement training update, AB 3024 passed, and approves minutes; Fresno forum set for Dec. 4

Commission members received several administrative and program updates at the Oct. 23 meeting of the California Commission on the State of Hate.
Commissioner Damsky reported that the Commission on Peace Officer Standards and Training (POST) produced an AB 449 training video and uploaded it to YouTube for roll-call use. Damsky said focus-group feedback was incorporated into the video but noted the final product did not include end credits naming participating organizations. "We are pleased overall that our commission now has a finished work product," she said, while asking that the commission push dissemination so both law enforcement and community members see it.
Damsky also summarized recent conversations with Assemblymember Chris Ward about nonprofit security grants and noted the Assemblymember introduced Assembly Bill 3024, the Stop Hate Littering Act. "Governor Newsom signed this into law in September. It is now state law," she said; the transcript states the bill creates civil penalties up to $25,000 per occurrence and places enforcement with local prosecutors.
Commissioner Cuellar reported on community forums: the third forum (Oakland) had strong turnout and the commission plans a listening-style forum in Fresno on Dec. 4 (3:00–5:30 p.m.) at Fresno Interdenominational Refugee Ministries (FIRM) with small breakout groups focused on specific ethnic communities.
On procedural business, the commission approved prior meeting minutes after roll-call votes. In an early vote commissioners recorded 6 ayes and 1 abstention (Vice Chair Salcedo) on one set of minutes; a subsequent roll call recorded 7 ayes and the minutes were approved for the community forum record. The meeting closed with a motion to adjourn at 10:57 a.m. on Oct. 23, 2024.
Commissioners and public commenters urged staff to post subcommittee findings and to plan dissemination strategies so that training materials reach both law enforcement and vulnerable communities.
